With the new Warlords model, the new "Normal" (previously "Flex") and new "Heroic" (previously "Normal") will not share a lockout with Mythic. Although "Heroic" does not require a clear of "Normal" to unlock, "Mythic" will require a clear of "Normal"/"Heroic" to unlock (when it becomes available a week or so after "Normal" and "Heroic" are released).

Does this still drop? because im starting to think it doesn’t, i have been farming it in normal AND heroic every week with 3 different shamans, for more than a year now. Im yet to see it drop, and im starting to become 100% hopeless of it and about to give up on the trouble of having to do this every week. All the information i find is vague, some people say you have the chance of dropping
Killing Azshara on Heroic, then killing Azshara on Normal will result in no drops of those items on the second kill. You are already overgearing LFR and Normal-difficulty, based on ilvl. But it is very good to have some knowledge beforehand of the raid already. LFR is queuable with i think a requirement of 415 ilvl. It drops 430. But at least you can see something of the raid already in an environment which is pretty safe. Not everyone has the chance to run normal raids, as they take time to set up, A LOT more coordination than LFR does, and is something fairly quick (que times differ) to run during our spare time.
The LFR kill seems to be counting as Normal, as players who had previously done the encounter on the lowest raid difficulty, which unlocked this week, don't even get gold or any loot options from Normal bosses they defeat. This isn't a coincidence, as the same players then received loot from later bosses which they hadn't cleared in LFR. Note that this does not retroactively fix the issue, only prospectively. In other words, if you do it with a guild or static, you'll need to PUG it all over again on Normal/Heroic/Mythic to have a shot at loot you already earned.
